EMPLOYMENT
JOB MOBILITY
EFFECTIVE DATE: APRIL 23, 1996
SECTION IV  -  NO. 31.00

Purpose

To define the terms and conditions under which employees may move upward, downward, or laterally within the organization.

Eligibility

Opportunities for transfer or promotion are open on a competitive basis to all employees on regular appointments provided they have satisfactorily completed their initial probationary period.

Application

Employees who wish to be considered for other positions should fill out an Interdepartmental Transfer Request form and submit it to the Human Resources Office. It is the responsibility of the employee to update their personnel file, including resumes, applications, and any other information that is pertinent to the requirements of the position for which they wish to apply.

Lateral Transfer

If a position is open at an equivalent pay grade, an employee may request a lateral transfer to that position. The employee will be considered for the position as part of the applicant pool.

Promotion

It is the policy of the University to promote from within when possible. Promotions are based on merit, demonstrated ability to perform, initiative, resourcefulness, dependability, personal work ethics, capacity to accept greater responsibility, and educational requirements. Candidates for promotion will be tested and interviewed for the open position as applicable.

Testing

If the position requires a test that the employee has already taken, he or she will have the option of being retested. The employing supervisor may also request that the applicant be retested before considering them for the position.

Probationary Period

Employees who assume new positions, whether through transfer, promotion or demotion, must satisfactorily complete the appropriate probationary period.

Involuntary Transfers

It is possible for employees to be involuntarily transferred, promoted, or demoted, depending on the organizational needs of the University, or job performance. Such transfer is a condition of continued employment.

The appointing authority may transfer an employee to any position, at any pay grade, if the employee is qualified to do the work.

Compensation

Employees who are transferred, promoted or demoted, either voluntarily or involuntarily, will be compensated according to the Compensation Policies detailed in Section [Classification & Pay].
